Pause automatic page and dashboard refresh (auto_reload_toggle 1.2.0)

Adds a pause/resume button for the GUI's automatic refresh.

• Views and graph pages: the button sits in the bottom left corner. While paused, the reload counter in the top right shows "off".
• Dashboards: the button sits in the bottom right corner. While paused, graph widgets, gauges, top lists and user messages stop refreshing. First loads, filter changes and resizing still
  work, and refreshes that were held back run when you resume.
• Embedded views: views inside dashboards follow the same pause state.

The setting is remembered per browser and applies to all open tabs at once. Requires Checkmk 2.5.0 or later.
