 State mapping: sensor status "ok" is OK; "nonoperational" is CRIT;
 "unavailable" with a live speed value is OK (observed as normal
 behaviour on FS-1024D), while "unavailable" without a speed value is
 CRIT. Lower speed levels are active by default (WARN 5%, CRIT 2%), so
 a stopped fan reading 0% goes CRIT. All mappings and speed levels are
 configurable via the "FortiSwitch fan" ruleset.

item:
 The fan number, e.g. "1", giving service names such as "Fan 1".
 Taken from the ENTITY-MIB name with the redundant "Fan" prefix
 removed, or the sensor index if the device does not label the sensor.

discovery:
 One service is created per fan sensor that reports a live (nonzero)
 speed at discovery time, so every discovered fan is a known-good
 baseline and the failure defaults cannot false-alarm on models whose
 fan sensors report no speed. Fanless models discover no fan services.
 A fan idle at exactly 0% during discovery is picked up by a later
 re-discovery once it reports speed.
