 The state values come from the underlying Kea high availability state
 machine. In hot standby mode both nodes report hot-standby during normal
 operation, so a passive node reporting it is healthy rather than faulty.
 The state worth understanding is terminated: high availability has given
 up, both servers continue answering clients, and their lease databases
 diverge with nothing visible from the outside. Clock skew above sixty
 seconds is a common cause, which is why the NTP service on each server is
 worth watching alongside this check.

 Heartbeat timestamps reported as the epoch zero sentinel, which Infoblox
 uses to mean not applicable, are ignored rather than counted as decades of
 staleness. An empty IPv6 state means IPv6 is not configured and is not
 treated as a failure.

 One service is created per NIOS-X server that belongs to a DHCP high
 availability group. Group membership is correlated by legacy host
 identifier.
