 Levels default to eighty and ninety percent. Lower levels on the absolute
 free address count are available as well, because a percentage alone
 treats a hundred address range and a four thousand address range
 identically. Abandoned addresses have their own threshold, since they
 indicate address conflicts or misbehaving clients rather than exhaustion.

 The service goes {WARN} if DHCP is disabled on the range, which would
 otherwise show as a range quietly reading zero percent.

 DHCP ranges are served by the high availability group rather than by an
 individual server, so these services live on the tenant host and are not
 affected by a failover.

discovery:
 One service is created per DHCP range in the tenant.

item:
 The start and end address of the range. Where the range has a name it is
 appended in brackets. Most ranges in practice have no name.
