 Two separate level sets are applied. A subnet that contains at least one
 DHCP range is treated as a pool and gets the pool levels. A subnet with no
 range inside it is an allocation record, for example an ISP allocation or
 a NAT entry, and gets the allocation levels, which are unset by default.
 Such objects are frequently saturated by design, so alarming on their
 utilisation would produce an alert nobody can clear. Whether a subnet
 contains a pool is derived from the parent reference on each DHCP range
 and costs no additional API call.

 The service goes {WARN} when Infoblox itself flags the subnet as likely to
 run out of addresses.

discovery:
 Disabled by default. Enable it through the Infoblox subnet and address
 block discovery rule. DHCP ranges cover where exhaustion actually happens
 and the IP space check covers the tenant as a whole, so per subnet
 services are opt in. Subnets appear in the inventory regardless.

 The subnet address and prefix length, with the name appended in brackets
 where one is set.
